Many of the Qur’an’s teachings are devoted to establishing a monotheistic society and consider creation—both in its existential order and legislative framework—to be under the guardianship of the One God. In reality, the Qur’an acts as the guardian of society and guides it toward the most upright and enduring traditions, since its educational, social, economic, and political teachings are free from ambiguity, superstition, and extremes. They are characterized by harmony between outward and inward aspects, belief and action, and compatibility with the entirety of creation. Nevertheless, the way many Islamic societies engage with the Qur’an is limited to seeking divine reward and minimal practical application, which has created obstacles to establishing a truly monotheistic society. One of today’s major issues in Islamic societies can be described as the lack of commitment to establishing the Qur’an—meaning a weakness in adhering to Qur’anic perspectives, orientations, and actions. Using library-based and analytical methods, and with the aim of preparing the ground for realizing the Qur’an’s authority, this article examines the concepts, reasons, and aims of establishing the Qur’an and clarifies its scope. The study concludes that the Islamic community is obligated to establish the Qur’an in all of its laws and instructions in order to realize an Islamic identity. Moreover, the philosophy of establishing the Qur’an in guiding humanity through divine legislation aligns with the very philosophy of the creation of existence—namely, human growth and perfection. The scope of establishing the Noble Qur’an corresponds to the scope of its mission: the Qur’an’s discussion of religious matters and otherworldly values does not confine its guidance to only those areas; rather, shaping the culture, economy, politics, and judiciary of society based on justice also falls within the Qur’an’s guiding domains.
